中心已網絡本地及國外專業傳譯及語言學者與組織,組成跨國界、跨專業的服務諮詢團隊協助設計有關筆試及口試。求職之傳譯員需通過有關考核,才能進入下一階段的面試。
We cooperate with Local and Foreign Professional Interpretation and Linguists and Groups, forming a cross-border and cross-professional Service Consultation Team, assisting us on designing those Written Test and Oral Test. The job-seekers as interpreters should pass those tests before entering further phases of interviews.

邀得不同國籍及背景的權威人士主持,包括Mr. Syed Asim (巴基斯坦裔的人權組織主席)、Mr. Raju Baraily (尼泊爾教會領袖)、Dr. Keezhangatte James Joseph (印尼裔的香港大學社會工作學系資深教授,對南亞裔事務有深入研究),聯同本機構一班有豐富社工或傳譯經驗的同工,一同考核傳譯員。此外本機構亦諮詢各相關領使館,對聘任裔傳譯員提供意見及幫助。
We have invited the authorities from different nationalities and academic backgrounds as hosts, including Mr. Syed Asim (the Chairman of International Human Right Forum, a Pakistan), Mr. Raju Baraily (the Paster of Nepalese Union Church), Dr.Keezhangatte James Joseph (An Indian Senior Professor from Department of Social Work, Hong Kong University, who have in-depth study of South Asian people), together with a group of experienced social workers and interpreters to examine the interviewees. Moreover, we have consulted the respective consulates to offer comment and assistance for employing interpreters.

在這套嚴謹的挑選程序下,面試者在傳譯時的準確性以及質素,無論在書寫及口語方面,都將被評估。個人學歷亦是挑選合資格傳譯員重要考慮,但在挑選過程中,筆試及面試的實際表現、態度等將會更被看重。
Under this strict selective procedure, we will examine the accuracy of interviewees on interpretations, including Written and Oral abilities. In addition, qualification is also our main concern when selecting qualified interpreters. On the other hand, the performances on Written tests, interviews and attitudes are also the main factors for consideration.

在本中心現時的與醫院管理局合作推出的傳譯服務計劃中,已備有一套完善的傳譯員培訓系統。為令培訓和考核的質素及內容達到專業及國際級水平,中心將與一系列本地及海外的語言及傳譯專家、學者與團體建立伙伴關係,制訂培訓課程及內容、提升培訓級數、作出監督及頒發證書。當中包括香港浸會大學傳譯學系、加大拿務適(MOSAIC)多元文化服務社語言及傳譯中心、韓國外國人勞動者服務中心首爾市傳譯服務計劃、北京大學外國語學院等。本中心將要求受聘的傳譯員參與上述證書訓練課程,從而提升其質素,並獲取認可資格。

In the Interpretation Service Scheme, which cooperates with the Hospital Authority, we have a set of all-round Interpreters Training System. For the quality assurance of trainings and examinations to reach the International Standard, our Centre will cooperate with a group of local and foreign Linguists and Professional Interpreters, Scholars and Groups, for setting the content of training programs and boost up the level of trainings, supervisions and issue of certificate, including HK Baptist University Faculty of Interpretation, Canada MOSAIC, Korea Migrant's Center Seoul Interpretation Service Scheme, School of Oriental Cultures, Peking University etc. We require our interpreters to attend the above certificate courses in order to upgrade our service qualities and attain the qualification.



傳譯員的培訓 Trainings of interpreters

所有新聘請的傳譯員都必須出席培訓,內容教授基本之傳譯技巧及知識、道德及工作操守、傳譯中心及器材之運用及操作、不同政府部門及私營機構之服務流程、常用詞彙等內容。
All of our newly employed interpreters must attend training courses, its content includes the basic interpretations skills and knowledge, ethics and code of conduct, application and usage of the interpretation centre and appliances, service flows of Government Departments and private sectors, the usual jargons or terms etc.

傳譯員需認識政府部門及局方指定公營機構的資料、常用傳譯詞彙、傳譯流程和道德操守等。本機構將向所有受聘傳譯員派發相關的筆記和詞彙表。
Interpreters need to know the relevant information of Government departments and the board-designated public sectors, common interpretation vocabularies, the workflow of interpretation and code of conduct etc. The Centre will distribute the respective notes and glossary to the interpreters.

邀請大專院校傳譯學系的教授擔任講員,向傳譯員教授專業的傳譯知識及技巧如速記方法,並模擬不同環境和場合進行傳譯練習。
We invite the professors from the Faculty of Interpretations as our tutors to pass on the professional interpretation knowledge and skills, e.g. stenograph and simulate different scenarios and occasions for interpretation exercises.

邀請合資格的南亞裔導師向傳譯員提供語言訓練,包括將南亞裔語言傳譯成英語的原則及應注意事項。機構亦會定期舉行傳譯員服務工作坊,讓新、舊傳譯員彼此分享服務上的經驗和難題以及學習新的傳譯資訊,使他們的技能不斷改進。
We invite qualified South Asian tutors to provide language trainings to interpreters, including the principles and points to notes of interpreting the South Asian languages to English. Moreover, the Centre will hold Interpreters Service Workshops regularly, in order to let the new and experienced interpreters to share their difficulties, service experiences and acquire the updated interpretation knowledge to further improve their skills.

有關培訓最少132小時。
The training lasts for at least 132 hours.

本中心已獲僱員再培訓局批核,將於2009年上旬舉辦全港首次的「社區傳譯員證書課程」。課程以少數族裔為對象,將向他們教授必要的傳譯工作理論及技巧。完成課程之學員不但可獲僱員再培訓局之有關證書,並與資歷架構掛勾,成為香港首批獲認可資格的少數族裔傳譯員。
The Centre has been approved by Employees Retraining Board (ERB) and we will hold the first “Community Interpreters Certificate Course” in 2009, Hong Kong. The course is aimed at Ethnic Minorities and essential interpretation theories and skills will be taught. The graduates will not only get the certificate issued by ERB, but also linked to Qualifications Framework, who will become the first group of qualified Ethnic Minorities interpreters in Hong Kong.


傳譯員的評核及監察 Assessment and Supervision of Interpreters

除職前培訓及考核外,中心亦會為在職傳譯員提供每半年一次之中期培訓及考核,以給予旗下傳譯員更新的傳譯資訊,及據定期考核成績釐定其續約資格。
Besides the pre-employment training and assessment, we provide the mid-term training and appraisal to working interpreters per 6 months. It is used to provide the updated interpretation information to them and to evaluate the contract renewal by the mid- term appraisal results.


使用傳譯服務的機構可以透過傳譯中心的服務回應表,對傳譯員的表現作出評價,此舉有助機構對傳譯的服務質素作出客觀而有效的監察。
For those organizations which use our interpretation service, they can evaluate our service of interpreters by filling the form. This serves as an objective and effective monitoring of our interpretation services.

機構的全職傳譯組長會進行突擊到訪,觀察傳譯員的服務實況,以監察他們的服務表現和態度。任何有關傳譯服務的不當表現或投訴,均會被記錄於相關傳譯員的個人檔案中,以在續約時作參考。
Our full-time interpretation team leader will come to their workplace suddenly to observe their services, e.g. monitoring their performances and attitudes. For any improper performances or complains will be marked on his or her personal profiles as references for the decision of contract renewal.

如証實有傳譯員不能勝任其職務或觸犯其職業操守,例如傳譯錯誤、遲到及不誠實等,該傳譯員將會被訓斥、口頭/書面警告、停職甚至解僱。
If the Centre has proved that the interpreter cannot fulfill the requirements or violate the code of conduct, e.g. wrong interpretation, frequently late and dishonesty, he or she will be blamed, verbal/written warning, suspension of duties or even layoff.

服務統計數字及服務報告:

執行方法:中心傳譯服務將於每月、每季及每年分別提交服務統計數字及文字報告。
檢定內容:階段性之服務數字及服務推廣與發展是否達標、與及是否達到服務質素承諾及指標。

Service Statistics & Service Reports:

Ways:
H.K.T.S. will submit the service statistical figures and written report on every month, season and year respectively.
Examining Content: To evaluate if the service numbers, promotions and development meets the requirement and also evaluate the service quality assurance & standard.

服務質素檢討表格:

執行方法:中心將以恆常之服務檢討表格,向少數族裔服務使用者及政府部門或公營機構收集他們對本傳譯服務之意見及評價。
檢定內容:服務使用者對整體使用服務包括預約機制、傳譯員質素等之滿意程度。

Service Quality Evaluation Form:

Ways: We will make use of the service quality evaluation form to Ethnic Minorities Service Users, Government Departments or Public Sectors to collect their comment and opinion to our interpretation service.
Examining Content: The service users levels of satisfaction towards our services, including the mechanism of advanced booking, the quality of interpreters etc.

服務質素檢討會議:

執行方法:中心將每半年舉行一次服務質素檢討會議,邀請服務使用者、社區持份者、少數族裔團體代表、曾使用服務之政府部門、相關學者等就服務質素提供意見。
檢定內容:以較宏觀角度,檢討社區人士及持份者對中心傳譯服務之滿意程度。

Service Quality Evaluation Meeting:

Ways: The Centre will hold a Service Quality Evaluation Meeting on every 6 months, inviting the service users, community stakeholders, Ethnic Minorities Group Representatives, the relevant Government Departments, scholars etc. to offer comment towards our service quality.
Examining Content: To examine the community person and stakeholders level of satisfaction towards our interpretation services.

服務質素內審:

執行方法:中心將每年邀請已網絡的本地及海外專業傳譯團體及學者,為中心的傳譯服務作一次整體內審。
檢定內容:計劃成效、資源運用、人手編制、器材之開發及運用等。

Service Quality Internal Audit:

Ways: The Centre will invite the linked local & foreign professional interpretation groups and scholars, for internal audit of H.K.T.S. interpretation service in a whole year.
Examining Content: Program effectiveness, resources usage, staffing, appliances development and usage etc.
