早於千禧年初已為南亞人士提供一站式的社會服務。
We started to provide one-stop Community Service for South Asian people since early 2000.
據2006年中期人口普查之結果,居港的少數族裔人口已逾34萬,佔香港整體人口5%。本機構特別關注那些處於不利生活環境的南亞裔人口(包括印度、巴基斯坦及尼泊爾),他們因語言隔閡令其在教育、就業、住屋及醫療福利等事情上面對不同程度的困難。
According to the results of by-census in 2006, there were more than 34,000 ethnic minorities living in Hong Kong (H.K.), which occupied 5% of H.K. population. Our Centre offers caring services, especially for those South Asian people who need assistance (including Indian, Pakistan and Nepalese). The language barrier causes difficulties for them to handle education, living and medical benefits affairs.
早於千禧年初,我們已開始為南亞人士提供一站式的社會服務,如從融入社群、自助互助和增强就業能力等一系列的支援,以減低他們生活上面對的阻礙。現時本機構近300名職員中,共聘有6名南亞裔職員參與多項少數族裔社會服務計劃。
We started to provide one-stop Community Service for South Asian people since early 2000, including a series of assistance programs, e.g. how to get into the society, mutual-aid groups and employment enhancements, in order to facilitate their easiness in daily life. Nowadays, there are 6 of the South Asian staff participating in this Ethnic Minorities Community Service Program within our 300 staff.

為回應少數族裔人士在使用社會福利、醫療、教育、就業上遇到嚴重的語言障礙問題,本機構之南亞裔同工(主要為巴基斯坦籍)開始按照個案的需要而陪同案主並為提供翻譯服務。

同時,我們亦為區內巴基斯坦居民及政府部門等提供文字翻譯服務(主要為烏都語),部份由巴基斯坦領事作翻譯校對及諮詢人,以確保準確度。

獲衞生福利及食物局(現為勞工及福利局)之「社區投資共享基金」資助,推行「互助共享創明天」多種族社群自強互助計劃,並拓展服務予尼泊爾及印度居民,服務包括:

i.「你講我聽」多元語言課程的導師為區內不同種族人士教授及翻譯中文、英文及巴基斯坦語。

ii.「香港ABC」少數族裔熱線及外展服務隊義工以電話諮詢及展外服務的形式為區內不同種族居民提供即時或到場的傳譯服務。

iii. 開設中文、英文、巴基斯坦語、尼泊爾及印度語言及文字的「多種語言傳譯服務」。

iv.承投醫院管理局傳譯服務,為全港公立醫院提供烏都語(Urdu)、尼泊爾語(Nepali)、印度語(Hindi)及旁遮普語(Punjabi)共四種語言之在場或電話翻譯服務,至今已處理逾350個個案,為逾千病人及醫護人員提供服務,並獲他們的認同。

v.獲僱員再培訓局資助,全港首辦「社區傳譯員證書課程」,教授少數族裔人士傳譯工作理論及技巧。完成課程之學員不但可獲僱員再培訓局頒發證書,並與資歷架構掛勾,成為香港首批獲認可資格的少數族裔傳譯員。

In order to cope with the language barrier problems that the ethnic minorities are facing when using social welfare, medical, education and employment services, our South Asian staff in the centre (mainly Pakistan) will accompany with the case user and provide translation services according to their needs.

Moreover, we also provide written translation in the district for Pakistan residents and Government departments (mainly in Urdu). Pakistan consulate will be the proofreader for part of the translation and acts as a consultant to ensure the accuracy.

According to the “Community Investment and Inclusion Fund” sponsored by the Health, Welfare and Food Bureau (Nowadays: Labour and Welfare Bureau) , the “Bridging ethnic groups” multi-ethnic community self-reliance mutual aid plan had executed and extended its service to Nepalese and Indian, the service included:

i. “You speak, I listen” multi-language course tutor will teach and translate Chinese, English and Urdu for people with different nationalities in the district.

ii. “Hong Kong ABC” Ethnic Minorities Hotline and outreaching volunteer team provide services in form of telephone consultation & outreaching, to serve different nationalities residents for emergent or on-site interpretation.

iii. Our“Multi-language Interpretation Service”provide Chinese, English, Urdu, Nepali, Hindi language for written translation.

iv. We are cooperating with Hospital Authority and provide Urdu, Nepali, Hindi and Punjabi on-site or telephone translation services to serve the public hospitals in H.K. From now on, we have handled over 350 cases, thousands of patients and medical staff. We gained their supports and acknowledgements.

v. Sponsored by Employees Retraining Board (ERB), we were the first organization to hold “Interpreters in Community Certificate Course”, teaching the ethic minorities about the interpretation theories and skills. The graduates will get a Certificate issued by ERB. Besides, as this course is correlated with Qualifications Framework, the graduates were the first group of people who became Qualified ethic minorities interpreters in H.K.
